The ocean absorbs nearly a third of all carbon emissions and sustains the livelihoods of over three billion people. It is home to ecosystems — mangroves, seagrasses, coral reefs, salt marshes — that protect coastlines, nurture biodiversity, and store carbon at a scale no technology can replicate.
And yet the governance frameworks that determine how the ocean is used, protected, and financed remain fragmented, under-resourced, and disconnected from the communities and living systems they are meant to serve.
The science is not the bottleneck. The financing is not the bottleneck.
Governance is.
